Why I get Can't reproduce vulnerability

I have submitted vulnerabilities again. Why I got a response that can't reproduce vulnerability? From my end I am able to produce it. 1 of my vulnerability is getting wrong vulnerability type. When it is reflecting then how it can be wrong type?
Now my 2 ID are under manual testing Admin I request you to please check my vulnerabilities properly I have added steps also into it.
ID:3196332 is rejected for wrong vulnerability type but its getting reflected xss.
ID:3196338 and ID:3196324 is under manual testing I request please check it properly that I have given.
