Platform feature request: Notify upon submission if organization has opted out of receiving notifications

It would be pretty helpful if the platform would notify us upon submission if the website we are submitting has opted out of receiving notifications from OBB. This should also apply to the "Notify specific security contact" field as well. Thank you.
