Can't Start a Bug Bounty

Hi,
I can't run my own bounty program.
I'm logged in over twitter, also to write this post, but it's not possible to fill in the form, add a domain or an email etc..
It's only possible to change between Allow all Submissions and Allow Private Submissions Only.
I tried with Chrome and Firefox unsuccessfully.
