Do you mean to say that after the issue got fixed website owner can change the status of the report to "PATCHED"?
If that so then website owner was unable to do that?

First website owner need create program and confirm website ownership. After that he can request fix verification on top of report page.

I think this Depends on OBB and this can be changed only by Openbug bounty
