1031563 can still be reproduced. It is important to know that you can't do it unless you currently have to do a challenge on your account on the site. As you can't trigger them manually, you will not be able to view the page that the open redirect occurs on unless you need to do a challenge, which often are triggered when your login is suspicious.

I wrote out instructions on how to reproduce the XSS, so I am not sure what you mean. This is the same way I've done multiple other submissions that were approved. Can you clarify?
