Vulnerability Patched, and the vulnerability still exists

While working on a program, I discover a parameter is vulnerable to Open Redirect. The vulnerability's already been reported and flagged as patched, but the vulnerability still exists. In this situation, I'm allowed to re-submit it as a new submission if it was discovered by another researcher?
