Rejected due to website not accesible

I reported XSS vulnerability on *******.net and got rejected because the site was not accessible.
When reporting again, an error says a researcher already reported a vulnerability, try later.
I think this is wrong because I reported a vulnerability and gave POC. waiting for your response, thanks.
