Submissions rejected because "Cannot be reproduced", not sure why

Hello
Several of my reports, about a simple disclosure, meaning URLs at which personal infos and documents are accessible and should not be, are rejected because "Can't reproduce vulnerability". I fail to understand why, as just visiting the URLs shows the vuln still exists. Was the report improperly submitted and in that case how should I correct, and could there be more explanations about the rejection ?
