VIP website reporting

I have Reported Vulnerabilities in indian government websites but those submissions are not marked as VIP submission
Hello !
Same case here, I reported 53 websites of the indian government vulnerable to XSS or open-redirect and just 3 were flagged VIP...
I reported some vulnerable websites for the french government too and none was flagged VIP.
Should not every *.gov.[any cctld] and *.gouv.fr (for fr) be automatically flagged as VIP ?
